Job Summary
Altus Group is looking for a Tax Consultant to support the Property Tax team in Calary. They will be responsible for managing a client deliverable from being assigned a project to a final product to be reviewed by senior staff. This includes full project management from work assignment to managing deliverables and meeting deadlines.

Key Responsibilities:

  • Market Intelligence: Contributes to the local office’s ongoing market data research and industry knowledge
  • Teaches junior staff how and where to collect market research and data and leads junior staff in the compilation and organization of data for easy access by all office staff
  • Collaborates with peers to develop and refine data analytics to identify trends in the market and increase consultant productivity
  • Takes information learned from research, clients and market events to identify 5 or more potential opportunities annually to be pursued directly or in collaboration with senior staff
  • Uses market intelligence to find ways to expand revenues with existing clients
  • Valuation & Assessment Analysis: Independently creates valuation opinion and determines the merit of an appeal during the preliminary review
  • Assesses the preliminary review and client contract to determine work effort required, profitability of a file and how many billable hours should be spent
  • Conducts research on property under review, based on internal market research databases and external to apply all approaches to valuation of property as test to assess valuation
  • Ability to weigh three valuation approaches and reconcile and support a final opinion of value for assessment purposes and conducts analysis of equity in relation to comparable assessments with consideration to and understanding of governing legislation
  • Develop and use data analytics to identify opportunities and generates various financial models & analysis using established procedures/templates to be used in valuation process
  • Compiles research and analysis to prepare initial arguments/positions for both individual properties and various classes of properties
  • Independently performs all types of property (land & building) inspections for the purposes of validating site specs, neighborhood, surveying the building or land (building type, description, land use etc.), collecting qualitative information to be used as evidence in hearings and/or client reports
  • Independently proposes view on the merits of the appeal; most complicated files to be reviewed by senior staff and attend site visits with senior staff to develop an understanding of what to look for to build a case to contest the value of a property or building
  • Reporting: review and assist junior team members with set-up and preparation of initial reports External reports include assessment appeal reports, review panel, Appeal Board hearing materials etc.
  • File & Client Management: Manages mid-sized local & regional clients (operate in 1 jurisdiction; ~5-20 properties) that make up the 11-80% of Tax Canada’s revenue in the specific geography
  • Manages less complex files independently; manages moderately complex files and clients under the direction of senior staff and ensures client engagements are fully executed and up to date
  • Develops an understanding of clients’ issues and position as it relates to their property and translates these key messages to the internal team. Instills appreciation for client expectations within the team and ensures file work is conducted to meet the client’s goals
  • Oversees the Work in Progress (WIP) throughout the appeal process
  • Ensure client invoices are accurate (reflects nuances of file specifics), issued on a timely basis and handles any issues clients have with final invoices
  • Technical work supervision: Supervises client work prepared by junior staff to ensure client deadlines are met and provides technical work direction & instructions
  • Review reports/contributing work for reports and analysis
  • Appeal Procedures: Project manages the appeal process from start to finish for properties
  • Responsible for managing to all municipal deadlines for appeal process for assigned properties/portfolios
  • Creates a work plan and ensures delivery of all work for a file is done according to that plan
  • Manages appeals deadlines and coordination of all staff contributing to a cases and ensures appeals and evidence submissions are submitted on time
  • Appeal Conduct: Applies technical skills and industry specific knowledge to provide a full range of property assessment and tax consulting services to new and existing clients with very limited review
  • Prepares formal legal documents (i.e. Statement of Issue), prepares written argument and evidence for appeal, and contributes to composing assessment appeal reports
  • Conducts negotiations with assessors prior to hearings for smaller, less complex properties and analyzes business issues and risks of each file before and during appeals process –advises each client on these risks, when and if to proceed with appeal
  • Attends hearings, appeals board and assessment tribunals as an expert witness on behalf of clients

Key Qualifications:

  • Bachelor’s degree in Real Estate, Law, Business or Economics preferred
  • Minimum 7 years of relevant experience required
  • Required Property Tax Sector Knowledge - Technical expertise in valuations, appeals process & applicable legislation. Understanding legislated timelines
  • Valid driver’s license with a clean drivers abstract
