About the role

The Program Manager, Talent Management plays an integral role in enterprise-wide talent processes that help maximize the contributions of our employees and leaders at Oscar Health. In this role, you will be responsible for managing, delivering, and continuously improving specific talent processes including talent reviews, succession planning and individual development planning projects. The Program Manager will work closely with our People Strategy team (HRBPs), People Team Centers of Excellence, and the People Systems team to ensure talent solutions are relevant, scalable, and flexible for our diverse workforce.

You will report to the Senior Manager, Talent Development.

Pay Transparency:

The base pay for this role in the states of California, Connecticut, New Jersey, New York, and Washington is: $98,400 - $129,150 per year. The base pay for this role in all other locations is: $88,560 - $116,235 per year. You are also eligible for employee benefits, participation in Oscar's unlimited vacation program and annual performance bonuses.


  • Program manages the implementation, and continuous improvement of multiple talent processes, including talent reviews, succession planning, and individual development planning.
  • Collaborate, communicate, and gain understanding with key stakeholders across the People team to ensure successful implementation of talent management programs.
  • Partner with leaders across the organization to build Individual Development Plans for their teams while fostering Oscar’s unique culture.
  • Implement and continuously improve programs that enable the best use of talent across the organization.
  • Provide consultation and best practices to leaders and HRBPs throughout the talent planning process.
  • Identify, develop, and implement behavior/competency-based career development tools and resources to enhance professional development.
  • Project manage the HRIS configuration and testing for all talent processes in Workday.
  • Establish and monitor metrics to continually evaluate talent program outcomes and make adjustments to drive effectiveness of talent solutions.
  • Design and maintain regular reporting process highlighting progress of all talent development programs and outcomes.


  • Bachelor's degree or 4 years commensurate experience.
  • Experience supporting cross-functional initiatives and programming.
  • 3+ years of Human Resources Experience.
  • 3+ years of project management experience.
  • 2+ years Talent Management experience.
  • 2+ years experience with Workday.
  • 2+ years experience in Development Planning, Learning and Development, or other comparable area.

Bonus Points

  • Change management experience preferred.
  • Experience in full GSuite applications.
  • HR experience in a tech and/or startup environment.
  • Experience with interpreting performance data and statistics
  • Project Management experience
  • Strong interpersonal, written and verbal communication, presentation, and facilitation skills.

Pay Transparency:

Final offer amounts, within the base pay set forth above, are determined by factors including your relevant skills, education, and experience.
